Governor's capital project freeze to effect city and county

Gov. Bill Richardson ordered a freeze on capital outlay projects with the goal of realizing as much as $150 million in savings. The freeze will apply to projects initiated by the Legislature and the governor. Full Article at Rio Rancho Observer
