U.S. President Barack Obama has declared the swine flu outbreak a national emergency, but Philippine Health Secretary Francisco Duque has allayed fears of a possible renewed upsurge of swine flu cases in the country, saying the system to address the problem was already in place, and 99 percent of local patients eventually recovered. As of October 17, the health department has recorded 5,212 H1N1 cases in the country of which 30 died.
