Although improved security in the region has brought some benefits such as improved trade and commerce, much of the infrastructure remains in a poor state of repair. Britain's Prime Minister Gordon Brown has indicated that the number of UK troops could be scaled down - especially as the security situation in the south of the country continues to improve.

Japanese climber Hideaki Nara is taken from a helicopter to hospital in Christchurch after his rescue from Mount Cook in New Zealand's South Island, Friday, Dec 5, 2008. Tokyo residents Hideaki Nara, 51, and his companion Kiyoshi Ikenouchi, 49, had been trapped for a week by bad weather on a ledge of the Empress Plateau on Aoraki also known as Mount Cook.
