At the end of the day, the legal experts said, any prosecution was unlikely to go forward once investigators determined that no public money or campaign funds were involved a development that have would thrown political gasoline on a burning fire. "If it was simply a matter of, O.K., well, the governor hired a prostitute, do we prosecute that case, but there were no public funds involved" Mr. Horowitz said. “I think you would have to make the decision that was made today.”
