    Official cites Michael Phelps, inconsistent messages about illegal drug use in U.S. Juarez Mayor Jose Reyes Ferriz told a War on Drugs forum at the University of Texas-El Paso Monday that it's time for the United States to battle the drug cartels that have paralyzed his city and Mexico for the past 20 months, the El Paso Times reported. "The policy in Mexico is to stop the flow of illegal drugs into the United States, and that has caused a lot of people to be killed" Reyes told the Global Public Policy Forum on the U.S. War on Drugs of the 3,200 homicides reported in Juarez since January 2008.
