While Precinct 1 didn't experience the same delays or frustrations, Erskine said their instructions — an 18-step caucus convention manual — was provided by the Democratic party just before the primaries. "We had 35 people in attendance ... Everybody signed in and was very cooperative. The down side was that none of us really knew what we were doing." Bagby said he told caucus participants they could write their complaints on a sheet of scrap paper, which would be presented as resolutions at the county level.
