He said he would like to see that target lowered to 17 per cent, with a trigger to raise it to 20 per cent if other countries adopted similar measures. To move the bill out of committee without Republicans present meant the Democrats could not amend the legislation, and many Democrats on the panel expressed disappointment that they did not have a chance to improve the bill.
