Except for a few uncomfortably long stares at reptiles (iguanas, alligators), is only secretly a Werner Herzog movie. It feels, instead, like a screwball crime comedy for people who like their humor on the gallows side.

Director Werner Herzog made it clear from the beginning that he was not familiar with, nor gave a shit about, Abel Ferrara's original Bad Lieutenant (1992), starring Harvey Keitel as the ultimate junkie cop. Herzog wasnt lying.
