We use computer-aided design systems to effectualize the trade space ... and as a rule we at NASA prefer to try to do COTS (commercial off-the-shelf) systems for hardware and software as much as possible. But we're not really in that business. So we have to develop our own.
We do trades like lower the fuel, therefore we can't do as long a mission and other things like this.
We start in what's called pre-Phase A, so it's not officially a project yet ... And we try to conceptualize what will be a spacecraft/rover that'll accomplish whatever the scientific goals are. So we take some high-level requirements, and start with that--to get the vehicle in the ball-park.
It's just the nature of what we do
