Visits of this type are seen as key in efforts to continue winning the support of the local Iraqi population. Although improved security in the region has brought some benefits such as improved trade and commerce, much of the infrastructure remains in a poor state of repair. Britain's Prime Minister Gordon Brown has indicated that the number of UK troops could be scaled down - especially as the security situation in the south of the country continues to improve.

In this June 17, 2004 file photo, Johnny Hayes shakes hands with "The Titular Head," a Styrofoam effigy of former Tennessee Gov. Don Sundquist which is just one of thousands of pieces of campaign memorabilia that he has collected and displayed in his office next door to his home in Gallatin, Tenn. Hayes, a Democratic fundraiser for the presidential campaigns of former Vice President Al Gore, has died. A family statement said Hayes died Saturday Sept. 20, 2008 in Tennessee after a battle with stomach cancer. He was 67.
