What we have to have is a continually decreasing military presence in Afghanistan ... Unless we're on a trajectory in which our troop levels come down, the ability of the American public to support it and financially to support it is questionable.
But we need more of those units, more of those small units ... It will take some time. But the effort here really is to stabilize the situation and insist that the government of Afghanistan begin to perform. And I think the other effort is begin to, at the local level, have effective governance.
The ultimate test is that there are villages able to protect themselves, with the help of the Afghani national army and, to a degree, the United States and NATO forces, and that you're beginning to see a revival of civic activity, economic activity
