The critical thing for us to achieve in Afghanistan is a viable partner ... If we don't have one, I believe it makes no sense to ask Congress for more troops and an investment in resources.

We need a much better intelligence picture of Iran
My position, which I have said publicly, is that I am hopeful that any additional troops required in Afghanistan will be Afghan troops ... and that that will be possible once the Afghans have confidence that their government will deliver services.
