This is what we need, and this is what we know the US, more than any country in the world, is capable of providing, including leadership for the 'fast start' strategies needed to avoid abrupt climate change.

We also can slow down climate change by attacking black carbon, or soot, which is killing millions of people around the world every year
We know we are getting close to the point-of-no-return for abrupt climate change from the melting of the Arctic Ice and disintegration of the Greenland Ice Sheet, and we know that one of the best way to slow this down is to strengthen the Montreal Protocol.
A non-linear tipping point is like the final step we take as we walk off a cliff. Once we take that step, we are not able to go back. It is irreversible.
Immediate, 'fast-start' mitigation is the best adaptation strategy, and if we get started today, we can buy precious time to avoid passing the tipping points for abrupt climate change.
We now must ask ourselves, 'How long will our country, and our culture, continue to exist?'
Climate change is about our very existence-our existence as a country-a country with rich traditions that since time immemorial have helped unite our generous and peaceful people into a unique and successful society
These countries led the way to strengthen the Montreal Protocol and expand its climate mandate at the 20th Anniversary meeting in September, and it's great to see them continue their commitment to the global atmosphere by going after the problem of banks
The Montreal Protocol is the world's best environmental treaty, and the world's best climate treaty, so far
Creating greater incentives for the recovery and destruction of banks will help the climate, and, importantly, it also will ensure the continued success of the Montreal Protocol in fulfilling its mission to protect the ozone layer
Island states are particularly vulnerable to the impacts of climate change, and we want to strongly support further efforts to strengthen the Montreal Protocol to capture additional climate benefits ... Preventing climate emissions from banks is another piece of low hanging fruit we can pick that will provide immediate mitigation and help us avoid abrupt changes to the climate.
Scientists are warning us that the 'tipping point' for abrupt and irreversible changes to the climate, including catastrophic rises in sea level, could be 10 years away ... We'll get immediate climate and ozone benefits from accelerating the phase-out of HCFCs. We can get additional and immediate ozone and climate benefits from eliminating emissions from banks, including a further delay before the world reaches this tipping point.
Already, scientists tell us that the Montreal Protocol's phase-out of CFCs will reduce emissions by the equivalent of 135 billion tons of carbon dioxide between 1990 and 2010 ... Scientists also tell us that the historic agreement in September to accelerate the phase-out of HCFCs will reduce emissions by an additional 12-15 billion tons over the next several decades, provided that HCFCs are replaced with climate-friendly substitute chemicals and more energy efficient technologies.
