Director Michael Mann appears at the German premiere of his film "Collateral," in Berlin in this, Sept. 1, 2004, file photo. Gov. Jim Doyle's administration said Wednesday, Jan. 9, 2008, the state was still negotiating to bring a new film, "Public Enemies", to be directed by Michael Mann and starring actor Johnny Depp, to Wisconsin. Depp is expected to play John Dillinger, the robber whose Midwest crime spree ended when FBI agents shot him to death in Chicago in July 1934. If it comes to Wisconsin, the film would be the first major production here since new tax incentives for the film industry took effect Jan. 1.
