This is not the death of New Labour; New Labour isn't simply about a low tax regime – it's about a new political culture in which tax rises, where they become necessary, are only reluctantly imposed and even then, only if the wider consequences for society can justify that measure. So when National Insurance was raised to generate income for the health service, that was New Labour in practice. 
After the Labor Party established the National Health Service after World War II, supposedly conservative workers and low-income people under religious and other influences who tended to support the Conservatives were much more likely to vote for the Labor Party when health care, social welfare, education and pro-working class policies were enacted by labor-supported governments.
Our national health service is founded on the principle of informed consent and that so-called presumed consent is a complete misnomer, since presumed consent isn't consent at all. The key to obtaining more transplants is to have specialists at every major hospital, as they have for instance in Spain.
Not if my previous visits are anything to go by - I doubt if I'll even be seen on time.
