South Africa suffers from one of the highest HIV infection rates in the world and has lost many years under the Thabo Mbeki government in fighting HIV/AIDS, there is some progress there, but South Africa needs to move faster on this
But I fail to see why it is inherently implausible. Would Silber and Geffen also claim that Thabo Mbeki's equally 'obscure' statements on AIDS and anti-retrovirals had no effect on people's behaviour on the ground or on the conduct of ANC apparatchiks in state and society?
President Zuma was an active member of MK, which was directly involved in the armed struggle and therefore understood the essence of the struggle ... This is in contrast to De Klerk and [former president] Thabo Mbeki, who had little direct experience.

Thabo Mbeki might have made mistakes but we can never charge him. We must not charge one of our own. If we allow that, the same thing would happen to [Zimbabwean President Robert] Mugabe, and the same would happen to [President Jacob] Zuma, and the next thing you know they will come for you
Both (President Robert) Mugabe and former South African president Thabo Mbeki knew about what was going on and only decided to turn on the mercenaries after it became clear that Equatorial Guinea’s military intelligence had also received word of the planned coup
